On Tuesday, February 16, 2016, Rep. Peter Breen vigorously questioned the sponsor of Illinois House Bill 580, Rep. Chris Welch. The bill is commonly known as the AFSCME no-strike bill, and it is almost identical to last year's Senate Bill 1229, which was vetoed by Governor Rauner.
